This is a great list of things to think about for the various departments, and one that I'd add to the Technical Teams considerations is "Future Use Cases".
It can help technical teams build out their data structures and integrations immensely if they understand what the scope of future use cases might be.
Even if they never come to fruition, it is much easier for a tech team to spec out a data contract during initial implementation that would include fields for additional data flows (often 3rd party integrations like geography, weather, customer data enrichment) that never end up being used than to retroactively add new fields to an existing tech stack
